[SOLVED] brand new build turns on and off constantly no video

Hey everyone got a brand new build and it turns on for 5 secs or so and turns off and restarts itself. I dont hear any beeps and im not too sure what it could be. Link to build is below. I have not installed the GPU, 860 evo SSD, or HDD yet it currently has no GPU and just the 970 evo plus. Thank you for the help in advance, cheers.

i managed to figure it out it was the cpu fan acting out I switched it out and now it works fine thanks for the help tho!
