Brand new build won't POST- stuggling for ideas

After spending my time getting everything into the case, routing cables, and making it look nice and pretty, I finally turned the PC on, and of course, it doesn't work correctly. Everything appeared to have power (lights work on the Mobo, case, and DVD drive), CPU and GPU fans spin, and the motherboard lights up. However, after approximately 15 seconds the unit seems to reset itself, following again in a loop. The keyboard gets power (it's PS2), but literally for only a second before turning off. Nothing shows up on the connected monitor.

I went and read through the forums, and looked for any errors. I reseated everything, tried it with minimal components, single stick of ram, and bread-boarded it. So far it has done the same thing every time. The motherboard also doesn't come with a built in speaker, so I just ordered on seperately.

This is my first build, and I don't really have any friends that PC game to this level, making it near impossible for me to check individual parts in another unit, or to switch to a different part without buying it. Is there something obvious I'm missing? Are some of my parts incompatible? Any help would be greatly appreciated.

I will have to point out that the cause of this is your power supply. I was looking around to see if I can get any reviews on it. Here's something "While we had high hopes for the OCZ 700W ModXStream Pro given OCZ's decent track record and the unusually low standards that other 700w units have set forth in our testing to date the OCZ 700W ModXStream Pro hardly lived up to its “Pro” moniker. The unit’s build quality was decent but the component selection was certainly questionable and in the end the unit was unable to complete our testing at full power." I think one of the PSU restarted at lower loads, and the other one blew the switching transistors. Simply bad news on this PSU man.. It's basically a good branded PSU made from a bad oem or something like that. Sorry you will have to return it and get a new one from Seasonic but that's expensive. Antec and Corsair works fine.
