Brand new build won't POST

I just bought and built a new pc with the following:

connected everything did it all like it was supposed to even had my friend who works on computers for a living build it with me and he said it is either the cpu, motheroard, or the ram. When I turn on the machine it runs but does not goto POST blank screen, monitor doesnt show a signal, the case fans are running the cpu fans are running, the power led is on there is a green light on the mobo, then all of a sudden power shuts off for 2 seconds and everthing starts over. I really wanted to just buy a dell but my buddy talked me into building a pc, right now I am heavily considering getting a refund and buying a dell. Anyone have any thoughts. The trouble shooting we did we took out and reseated the ram, took out the battery to the mobo and out it back in and tried turning it on, nothing different, we even bread boarded it.

What cable using for connecting the monitor (not tv)? Is a graphics card installed?

i tried all the connection types, i tried it with the gpu at first then disconnected it and ran it through the mobo, in the case then out of the case

I have whatever came with the parts i bought, is that something i can pick up at best buy?

yeah i just checked 20 computer stores in my town and none of them have that part, one guy told me i could use a regular old speaker another guy said he would fix it for $185. This has turned into the biggest pain in the neck. Is it really worth all these head aches, why not just buy a dell?

is there any way to make sure with out a case speaker?

Try leaving single RAM module installed and removing the graphics card. Connect the monitor to the motherboard, start the system and see if any signal.
Test each RAM slot.

I have already done that but thanks fro the suggestion, I have also hired someone who does this for a living and he tried all these techniques, bread boarded it etc(he didn't even have a case speaker), he says its either the cpu, the mobo, the psu or the ram(he also does not have a build that supports skylake or DDR4), so I had to order a case speaker online hopefully it gets here by tuesday

Or, you can RMA the board and CPU, if under warranty.

I went and got a case speaker to test it today and it made no niose whatsoever, so I RMA'd it, it says it will take 2 weeks to get it back, thats insane

When getting the replacement, start the board with only CPU and CPU fan installed. See if any beeps.
