Brand new computer having horrible FPS drops!

Hey everyone I just got a brand new computer built custom from CyberPowerPC (no I'm not advertising just thought I'd throw that in there as another tid bit of information) and I'm having some issues trying to game. First and foremost here are my specs so you know what I'm working with: Processor is an i7-4790k
Graphics card is a Radeon R9 295x2
Motherboard is a Gigabyte Z97x-Gaming G1 WIFI-BK
1000 watt Corsair psu
It has liquid cooling and what not but besides that just let me know if I haven't given enough information!

Okay so on to the issue. Having set up my computer, installing the drivers from the disks that were with the computer and then updating said drivers from their respective websites (AMD and Intel) I then downloaded what games I wanted to test the new specs with from Steam. My first game I thought to try was Skyrim which I downloaded and began running! At first things seemed fine but after maybe 3 to 5 minutes (I was just about to exit the caverns) I noticed some lag, lag that progressively got worse! Since finding that Skyrim and The Witcher 2 both lagged on ultra I tried benchmarking with a couple different benchmark programs (Heaven 3D and Valley 3D or something like that) and I found that the results were the same. The benchmark would start well going around 70 to 100 or so fps, but would eventually go to about 30 to 60 fps and then go down to a spectacular 15 fps and below.

I checked these forums and others to see what the problem might be and really did not find a solution so here I am! I have currently tried multiple things: I have run gpu-z and cpu-z to find whether or not it was an over heating issue and found instead that really the gpu only got to around 50 or so at the most which I found odd because I think that is rather low but I'm not sure really. I then wanted to make sure it was getting enough power so for awhile I plugged it directly into the power outlet instead of a surge protector and also changed my power settings in my computer to high performance but sadly that did nothing. I've also simply tried restoring my computer completely and just re downloading all the drivers and what not but found that the same issues continued. It also might help to know I suppose that I have even tried downloading and running games that aren't so...graphically involved like The Banner Saga and Civilization V and eventually also experienced lag.

I also just had a quick question because I know that the Catalyst Control Center thing for AMD has an AMD overdrive option which I have messed with but only briefly because I have limited knowledge with such things. I have seen benchmarks for this same graphics card and I was curious, is this AMD overdrive something that is necessary to use and push to the max just to run a game on ultra? Oh and before anyone asks (if they were going to) I have enabled the CrossfireX function from square one and on some of the multiple benchmarks and testing I've done in game I had tried using the overdrive option messing only with clocking speed and not the voltage.

I'm going to see if there is some kind of customer support over at CyberPowerPC that I can contact with my issue but I also wanted to check here because you all seem to be very knowledgeable. I thank anyone in advance for responding and I want to apologize for the lengthy post!

Update: I just noticed soon after I posted this that I forgot to include my ram which I have 16gb of!

My first impression is that this is an overheating issue. The fact that games start well but get progressively worse seems to confirm it.

Catalyst Control Centre has a temperature monitoring tool, but I can't remember where it is. I'd suggest that you have this running before you start a game and as performance worsens, Alt+Tab back into CCC and check the temperature.

Failing that, I would take it up with CyberPowerPC.

So I've looked at the temps that my graphics card reaches and it will get to about 60 degrees celcius at the most usually but I just notice after restarting my computer and going into bios my cpu was at 91 degrees Celsius! could this be causing the performance drop in my games I'm guessing? if so how do I take care of the cpu overheating? O_O

At that temperature, the CPU will be throttling, which is going to create lag. What's more concerning however, is that the temperature is at that level whilst you're in the BIOS, when the processor shouldn't be under any significant load whatsoever.

For the sake of your warranty, I wouldn't look at fixing this problem yourself. CyberPowerPC have screwed up and you should take the PC back to them.
