[SOLVED] Brand new computer! Micro Stutters and performance issues?

It is running Windows 10 Pro. Everything on it seems to work fine. When I try to play any games such as World of Warcraft or Witcher 3 on any settings I get crappy lag and micro-stutters every 2 to 3 seconds. It is a dual screen setup.

I have done the following fixes:

Changed refresh rates and resolution

Turned settings down

Uninstalled and reinstalled all devices and drivers

Ran hardware benchmarks and internet speed benchmarks

Closed all non-essential programs when trying to play games

Uninstalled/Reinstalled games

My last step is to reinstall the operating system. Only thing I can think of is to try Windows 10 Home instead? I am completely out of ideas.

In the same boat as you. Gonna try to swap one of my buddies GPUs out with mine tomorrow to see if that could potentially be the issue.

You've got 1440p 60hz monitors, and neither of them has any kind of Adaptive Sync technology...
You HAVE to enable V-sync or cap the fps to 60.
