I will be getting a brand new laptop here soon. I want to swap the HDD to SDD right off the bat. Do I still need to boot up initially and go through a hard drive cloning process?! Thank you for your help and suggestions.

Solution
You don't have to do anything, if you have a bootable media(DVD/USB) on hand. Just replace the SSD with HDD and install OS on it. That's all.

If you donot have a OS disc on hand then you have to clone it from HDD with the help of some cloning software ( I don't recommend this process), and then you will be able to install OS on SSD.

Ok. My other question is OEM recovery partition on new laptop. I want to make sure I have that on the cloned SSD. What cloning software will do this? I read that the Samsung migration software (I purchased the 840 EVO 250gb) will not clone OEM partitions. True? If so, do you recommend I create a recovery disk (like on a usb stick) from the new laptop, clone the drive to SSD and reinstall from usb stick with recovery/OS on it?
