Question Brand new gpu not fully working

A few months ago i wanted to upgrade my gpu(asus 10606gb) so i bought a gigabyte 3060 12gb, the card wasn't working properly so i returned it. I bought an asus 3060 12gb a few days ago to try again but the same thing is happening.

When i turn my computer on the led and fans on the card start with the pc, after a few seconds the fans turn off and won't turn on again even when the card reaches 80 degrees. While running csgo the gpu sits at 100% usage and the game runs at 30-40fps.

I used DDU and reinstalled drivers for both cards but this seems to do nothing. I've reinstalled the card multiple times and I'm sure I've done it right.
In the bios my old card has a detailed description and my new one has no description.

My old card works when i put it back in the same slot.
Please help.

16gb ram
Ryzen 5 3600
ASUS ROG Strix B450-F Gaming ATX Motherboard

What backgorund tasks and other apps are you running to use 8GB of memory?

Reset CMOS to force motherboard to correctly recognize new GPU.

You might want to update the bios and also the chipset driver if it's old.

It's not usually that high. But i had like 3 tabs open on chrome, spotify, discord and steam open.

I tried this before updating the motherboard bios. It didn't fix it. Thank you tho 🙃
