Brand new gtx 960 or gigabyte mobo showing artifacts

My brand new build seems to be working fine however there are artifacts appearing. They're individual pixels that are red, green, or blue that appear all over the screen. I know it's not the monitor because the artifacts move when I drag the picture. In addition I removed my video card (msi gtx 960 4gb) and plugged my monitor into my motherboard and everything worked completely fine. No artifacts or problems of any sort. So I did the next reasonable thing and got a new graphics card (same model). Same problem with the new card. I know the drivers are updated and I even tried a completely different card I borrowed from a friend and again the same artifacts appeared. I've moved my card to my second PCI port but that didn't help either. I'm thinking it's the motherboard but I'm not sure at this point. My PSU is rated for 500W so I'm assuming I get a minimum of 420 Watts off of it but my build uses just under 300 Watts so I don't think the problem is there. Any suggestions or problems I may be missing? Also big thanks for reading!

I was going to say drivers until I've read that it also happens in BIOS. So the next logical thing that comes up given the scenario is that something is deffective in your side of things... it may sound ridiculous but, as mcnumpty23 says, it may be the cable. Can you try with other cables/ports? It may also be the port in your monitor... I don't really know but I guess it's worth that you try this things out.
Hope you get to solve it soon.

It was the same DVI cable. I've also used an HDMI one with the same results.

Do you think the PCI express ports could be faulty? I've never heard of a mobo being bad like that but I'm not an expert. I just took it apart to get an RMA so hopefully that'll magically fix it
