Brand new HDD making clicking noises?

So I bought an Toshiba 500gb DT01ACA050, I already have an old 150gb Hitachi HDD with my windows installed on it, PC starts up just fine without problems but when I connect the toshiba it wont get past the gigabyte splash screen and the toshiba HDD starts clicking continuously, when I remove the new HDD the PC starts up normally again.

My specs:
Motherboard: Gigabyte EP31-DS3L
CPU: Intel Core 2 Quad Q9505
GPU: Gigabyte GT1030
PSU: Codegen 400W
OS: Windows 7 64bit
RAM: 2x2gb DDR2 (not sure but I believe its kingston)
HDD:149GB Hitachi HDP725016GLA380 ATA Device (SATA)

So is the problem in the new HDD or the mb or the psu or something else?

Given those symptoms, and a "brand new drive"...this is what the warranty is for.
Contact the manufacturer and start the RMA process.
