Brand New HDD: MBR Corrupted

I'm trying to install Windows 7 onto my new PC, but every time I try I get this error:

'Windows cannot be installed to this disk. This computer's hardware may not support booting to this disk. Ensure the disk's controller is enabled in the computer's BIOS menu.'

I've tried almost everything, and then attempted a start up repair on the Win 7. installation disk. I was told that the MBR is corrupt but wasn't provided a way to fix it. I can't find much help online that is with in my knowledge either.

Can anyone help?

HDD = Western Digital Caviar Blue 1TB.
 
Can anyone help? I don't have access to another HDD or a system with an OS that can have the corrupted HDD put on it to attempt a fix. Is there a fix without an access to a OS?

Formatting doesn't fix an MBR.
 


'A device attached to the system is not functioning.'
 


Already tried - same error. MBR corrupted.
