Brand new laptop will not boot into USB

So I Bought a brand new machine from scan 3xs Laptop

sepc: intel i7, 2 x 8GB RAM DDR4, 1TB Seagate HDD, 512 GB SSD.

Turned it on laptop booted into saying "checking media presence...." "No Media found" and then straight into BIOS which is American Megatrends 100_[01/26/2016]. so I fiddled around with the settings turned security boot off which stopped the checking for media presence message and just booted to a black screen with a flashing dash in the top right corner. So i fiddled around moved the USB I'm trying to boot from to the top of the boot order and then also disabled everything else it could boot into. Turned legacy on, UEFI on, both off, 1 on, the other on, every possible way you can and still just a flashing cursor every time I boot up. I hit F10 for boot options select what ever I want and always the dash flashing in the top right corner. The only way I can get it not to flash is to put it in to secure boot but that prevents me from selecting any boot order except for UEFI: IP4 PCIe or ip6 Controller.

Basically is there any other options or do I have to waste three more days sending this back and getting repaired?

Please don't say USB may be faulty try on another computer, done this and tried using CD.

Also i have tried Windows 7 and Windows 8.1
