Brand new pc getting really slow, ram causing crashes

I have two problems, but before anything ill give you specs (i know the GPU is a huge bottleneck):
-- i5 8600k
-- MSI Z370 sli plus
-- 8gb 3200mhz corsair vengeance lpx
-- Gigabyte GT 1030
-- Corsair VS650
Firstly, when I got the pc, it was really smooth, playing all my games at 60fps, if not higher. however, about three days later, I was playing Project Cars 2, and the frame rate dropped to about 3 fps and hasn't gone back up since. I was measuring the temps and the graphics card didn't get above 65c. The weirdest bit is now, it is still pinned at 100%, but doesn't get above 48c. It is like it is thermal throttling, but really early.
Anyway, my next point is that when I turn on XMP in bios, to change the ram speed to its stated 3200mhz, the pc just freezes, mid-game. not a clue if the two are at all related, but if you could help, that would be greatly appreciated.

what's your CPU temp?
 
you can use msi afterburner to see what kind of CPU and GPU core frequency you have in game, how does it compare? 1030 should run between 1300Mhz to 1400Mhz, and cpu should run 4000 MHz or above (i didn't check the actual turbo table)

CPU cooling may fail.

 


my CPU temps don't go above 45c, at about 4000mhz on core 1, GPU says its at 1700mhz (I overclocked it a bit)
 


no, it runs fine without xmp on. is this a problem with the ram?
