Question brand new PC slow

I just bought my PC 2 weeks ago, (prebuilt) and it was working fine for 2 days then I updated my Windows and got a flashing boot screen. I ended up hard reseting with a new windows, and my pc worked fine up until now, I updated windows and now I'm having the problem where my CPU is at 0%, while my GPU is at 0-70 (spiking) I need help because I've searched through many videos and not one has helped me. I've also scanned my disk 4 times with no errors or threats.

ryzen 5 3600 , rx580, 8gb ram 240gb ssd 1.8tb hhd nothing overclocked

You did a reset on your Windows. Did you install your motherboard chipset drivers, GPU drivers?
