brand new pc that lags

I built my PC heres a parts list and for some reason it is extremely slow on you tube videos and video games nothing else just thse. And it would boot up in seconds. heres a parts list
AsRock Z97 Pro4
Ballistix sport 8gb ram
intel i5 4690k
gigabyte gtx 970
Evga 500 b psu

Did you install the drivers?
Are you overclocking?

yeah all the drivers are installed for the motherboard and graphics card and a couple other things and no im not overclocking

Tried reinstalling the operative system? also try to put your HDD in another pc and se how it runs

If you can, monitor the CPU and GPU usage/core clock while gaming or cruising youtube. Make sure something isn't hogging resources or throttling your core clock. i don't know how long it has been built but you might want to run a virus scan.

Was it a fresh OS install? Did you make sure to use thermal paste on your cpu cooler?
Next step is to use coretemp and gpuz to make sure temps are ok on your cpu and gpu.

i uscaned for viruses and its a new pc so i dont believe thats the problem and what programs can i use to monitor the CPU and GPU if you dont mind

yup fresh install and I did the correct amount of thermall paste the CPU uses.

Realtemp or coretemp or hwmonitor for CPU.
Gpuz for gpu

Also a bit better of an explaination of the symptoms. On youtube, is it stuttering even though it's buffered? In games? What does it do? Super low fps?

I like to use CPUz, GPUz, windows task manager, and if you do not have a second monitor to throw these on while your playing a game you can use MSI afterburner/rivatuner in conjunction with hwinfo to display all sorts of temperatures and clocks on screen while you have something open.

Nope it doesn't, maybe your cores are parked? try to search in google how to unpark cores windows 7

I really can't remember, I think I use coreTemp also. I think coreTemp actually has a widget you can use with windows. but hwInfo64 should have just about every measurement you will want.

yeah thats exactly what happens it loads but it stutters and lowwwwwwwww FPS

I know it doesn't I just put it in a question form because I am at work and can't actively check.

Yeah I used MSI Afterburner and my GPU was between 29 and 60c but it would only spike 4 times and that was at 60c
