plugged the monitor in a separete contact and the horizontal lines are gone plus the noise is less and Im having doubts it can be the metal box cos it doesnt have any sound buffers if thats what its called can i take it out of the case and start the computer to see if its noisy ?

The warranty is 2 years I turned it back they tested it silent and said to bring the whole computer to find the problem .
The original PSU costs 4 times less than Cougar it worked 10 years without a single problem I shoudve bought 1 of them
A decent PSU costs more than a new PC
