Brand new PSU, however fails to turn on

I purchased this new PSU a week ago,

EVGA 600 Watt PSU.

However, when I was finished installing it, and I pushed the power button, nothing happened.
Based on advice I got, I took out the PSU of my case and applied the Paper Clip test, which failed.
I tried using my old power cord, as well, but that also failed.
The fans don't even spin.

Sounds like a DOA PSU to me.
