[SOLVED] Brand new RX 590 doesn't display anything

I have an MSI RX 590 card that when connected turns on, the fans start spinning, and when I go to dxdiag it shows this:

. The PCI-E express slot is working since I'm using an old nVidia 660 that a friend lent me and it works fine. Is my card just dead on arrival or did I mess something up?

Do you have the proper drivers installed? Was it a clean install (fresh, new) or an existing one? Did you use DDU?
Are the proper cables attached from the PSU to the card? Is the card properly in the PCI slot?

Make and model of PSU please.

The PSU is a Corsair CX 550
It was installed on a fresh Windows 10 64bit install
The "static" messages on dxdiag appeared after installing the drivers, before it said something like "generic AMD graphics card" but wouldn't show anything on my monitor if the HDMI cable was connected to it.
I used the same cables that I'm using and work on my friend's old card

The PSU you use is not one of the best out there. The CX series are a bit lower than what a gaming rig should have.
If it's possible try a different PSU (preferably better quality) to see if the problem remains.
