Brand new video card, no image

I just installed my new video card (radeon rx 580) like the instructions said but i dont have any image on my screen.
I checked on forums and uninstalled the drivers from my previous graphic card and updated my bios but still no image.
My previous video card works perfectly well as well as my integrated video card.

When i start my computer with the new video card the lights on my mouse/keyboard are turned off and the fans make less noise than usual, could it be that my psu is insufficiant ?
 
well to put it simply you buy a £200+ GPU and a £40 PSU the PSU is a bottom of the range PSU

I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II
GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series/ I bought a EVGA G3 with 7year garentee

Now i have installed a supernova gold g3 (750w) and it still does the same thing.
Computer makes less noise than with the old graphic card but still looks it is running but no image and no power on my mouse and keyboard.

Yes it did but the last time i swapped them ( i tried to install the video driver several times) i didnt work anymore with the old one. I dont have any image anymore but my mouse and keyboard are powered on when the old video card is in it.

What type of connection are you using to the monitor? For some weird reason, when I went from my 1070ti to my 2070, my original DP cable wouldn't give any signal. When I used a newer one I had planned for another upgrade, it worked. When I swapped them out and again, new to old, it wouldn't work, so I stuck with the newer cable. I don't know if that affects you, but it sounds similar to the situation I had. Might be something worth looking into.
