If I'm swapping an EVGA 1070 for an msi 1070 do I need to do anything with drivers?

Not really but it's advised that for every GPU change, that you use DDU to uninstall your current GPU drivers, then remove GPU before putting in the new GPU and installing the latest drivers from Nvidia's support site(manually).

Keep in mind that a factory overclocked GPU will draw more power than a stock pedigree GPU of the same series, meaning you should be wary of your PSU as well.
