Branded I7 4th Gen Processor

Is an I7-4800MQ processor the same whether it is in a Dell Precision M6800 or an HP Mobile workstation or do the Laptop manufacturers spec them differently from Intel?

They will be the same. The model number defines the chip, cores, speeds, cache, etc. Manufactures can't change that. Some will overclock them but thats usually highend gaming laptop or gaming desktops.
