brief freeze/stutter in games

OK this has been going on a while now. When I'm playing games(mostly multiplayer games) my game will freeze for like half a second and then keep on going as if nothing ever happened. I've gotten so sick of this I have rebuilt my whole PC and that still didn't fix it.( I mean I replaced everything but the case) I bought a copy of windows 8 and still no fix. I've tried multiple drivers, defragged hard drive ,And also component temps are fine. I've tried everything and no fix, even switched wireless network cards. It can't be the internet because my brother has a PC and he plays multiplayer games and this doesn't happen to him. If anyone could help me I would greatly appreciate that.

Intel i7 3770
Radeon 7770
4 GB ddr3 1600mhz ram
As rock extreme 3 motherboard
Seagate 1tb hybrid drive
750w cooler master 80 plus bronze PSU
Also there is no oberclock on any of these components.

maybe you are running out of ram, and windows 8 is weird for desktop gaming, even vram on your 7770 may be an issue..

Well before I had 4 gigs I had 8 but I thought maybe they were the issue so I replaced them but I only had enough money for 4 gigs , plus my 7770 is the 2gb model
