The most he can gain is from... everything. On electronics, the prices in pounds are the same numbers as the ones in USD. So that's indeed a big gain. No VAT is another.
If he is in US and orders online, from out-of-state vendor, he doesn't have to pay tax. And if he buys on brick-and-mortar stores, he can get those tax money back when he leaves US (although that's complicated, that's the same as for US citizens leaving EU zone, they get the VAT refunded if they want).
If you import a single card as a private person you do not have to pay customs, but keep in mind, prices in the US do not contain value added tax. Also VAT can change from state to state. The most you can gain is due to weak dollar.

I am going to buy a graphics card from Newegg and I am trying to get either a AMD Vega 64 or 56. I also thought I should get new ram and an m.2 drive because I am going to be there a month and prices are lower so i want to take advantage of the lower prices.

But what about bringing it through customs i dont want to be held up explaining that this is a $800 graphics card that i bought and i certainly dont want to pay anymore money. Yeah I can easily hide an m.2 drive and 2 sticks of RAM but a 12 inch long graphics card is a bit long
