Question Bringing GPU from USA to Europe

I want to buy a RTX 2080ti from the USA and bring it with me to Europe, Romania to be specific. Are there any taxes I need to pay? How should I do it? Just put the GPU in my luggage and thats all? If not, where do I need to go and tell them I have a GPU?
