Question broken GPU or faulty driver?

Hello

I'm currently trying to fix a friend's computer. He's had the following issue:

After launching a game (fifa19) his computer would crash to a black screen with some colored lines. There would be a constant audio loop/freeze going on.
Shortly after, his computer wouldn't even boot anymore. It would just freeze to a black screen on startup, past the bios. Now i've tried taking the GPU (GTX780) out and then whiping the hard drive and reinstalling the drivers, the system boots perfectly.
When I put the GPU back in the pc would still boot fine and go into windows without issues. Only the card was obviously seen as 'standard video adapter' so I installed the newest drivers for the GTX 780. After restarting the system, it just freeze on the windows logo, forces itself to restart then asking me if I want to boot into safe mode, which is the only way I can succesfully get into windows. I'm clueless. Is the driver faulty, or is the GPU just broken?
