Broken Graphics Card

I have a gtx 960 ssc 4gb from evga which i usually run at 1586 mhz at 110% power target which usually runs under 75 degrees. For the past few weeks its been stuck at 405 mhz on the core, ive tried getting rid of my overclock, updating precision x, reinstalling drivers, different overclocking software's, many reboots and it never works. I tried evgas customer service but its been two weeks and they never responded.

Have you called them? or just emailed?

try a different environment. boot a linux distribution and see if it works under linux. puppy linux is small and very handy
