Okay so I found a used EVGA SC 980ti that a person cracked a bit around the screw while trying to take off the stock cooler. I am thinking about buying because I could get it for around $200 and then buy a new cooler for it.. So I have attached a link to the image. Do you think the crack is simply cosmetic or might be impacting the card in a more serious manner?

Looks to me that it's only cosmetic.
I think as long as no circuitry is interrupted then it should be OK, you can only take a punt and see, shouldnt the seller know if it still works or not though? i would try and get some more money off if he doesn't.

seems if it did not affect the card why is he selling it ?? - I mean a 600$ card for 200 bucks just over a superficial damage ?

sems he could of put the card back as it was and hide that fact and get a bit more money ?

in the end damage is damage and that voids any evga warrantee -- but its all your call and your hard earned money

in my opinion don't buy it. even if I was gonna buy a gtx 960 instead I would prefer a new gtx 960 rather than 980 ti used. and if it was so"cosmetic" why selling it ?if the used item is good nobody would sell it.
