Broken mobo asrock b150 pro4/d3 ddr3

Hi Guys,
so I recently bought a new one mobo, and i5 6400 cpu.
I put the mobo in the case screw up other devices and when i pressed power on button nothing happened. I managed to disconnect 8pin and 6pin powercables for gpu, after that pc started, but cpu fan didnt spin at all. I discovered that when i connect cpu fan cable to the cha_fan it spins. The same thing does my older cooler. Can you help me with this problem? I request an rma for mobo and psu.
My psu: thermaltake 5302
gpu: gigabyte windforce gtx 770.

Pins look ok. Now take the board outside the case, install the CPU, CPU cooler, connect both 24 and 8 pin power cables to the motherboard and start it. See if the CPU fan does spin.
