Question Broken windows 10

Hello everyone, I have a weird issue with my windows and I dont know how to fix this.

So everytime I go on a website under the website is some random text and some websites dont work properly(for example: I press the Generate button on steam account generator website and nothing happens).

I already tried this with all my browsers and on every single browser is the same issue.

When I search for windows update it says: There were some problems installing updates, but we'll try again later.
I permanently disabled windows defender because it keeps deleting my stuff that I need and windows defender firewall.

test it on a system without malware?
