I'll be trying to OC the CPU > 4Ghz+. He'll be using it for mostly gaming, BF4, Arma II-III, and Mainly CSGO. And no he is not planning on maxing out every game on ULTRA settings.

I would really like to have it below $700. and no I would not like to reach that goal either if the gain is minuscule.

This for $628 would be WAY better. Not only is it cheaper, it's literally faster in every way. $50 more gets you a R9 290.
