Question Browser 403 Error

Recently, I am receiving a ton of errors attempting to access Web Pages. When I try to load them, Chrome will go to a "Access DENIED!
The requested page is unavailable or blocked!" and the address bar URL will change to:
file:///C:/Users/rethi/AppData/Local/Temp/403.html

I have ESET Running full time and it shows no issues. What could be the problem?

A lot of YouTube videos, BestBuy, CNET, just random pages.

I'll second @Colif's recommendation, particularly with regard to clearing browser cache.

Cache corruption can cause all kinds of very peculiar errors, so it's always worth clearing your browser cache for any browser that's misbehaving as a first step.

Cleared Cache, Cookies, the Chrome RESET function. Still does it. I also turned off all Security apps as well.

Have you tried a browser other than Chrome? That's the first thing you should do as far as trying to figure out whether the cause is within Chrome itself or external to it.

I should have been more detailed, I apologize. Yes, I have tried Chrome, Firefox, Edge. All suffer the same issue

Wireless connection. Gigabit Internet over Orbi system. Problem started 3 days ago. Scanned with ESET, Malwarebytes, Rkill, and SuperAntiSpyware

have you checked with your ISP? it could be something on their end. Especially if you haven't changed anything there
