Browsing too slow (port 80?), otherwise internet works fine

Hello, I had this randomly happening today.

I was playing something on steam, then when I went back to chrome, it couldn't load anything. It starts to load, but most times it never finishes.

Steam works fine, and also other internet games, so I guess the problem must be DNS/Proxy related.

This is what I have tried:
-ipconfig /flushdns /renew /release /registerdns
-Changing the DNS from the router one to Google's (4.4.4.4 and 8.8.8.8)
-netsh int ip reset c:\resetlog.txt

More info:
-ping www.google.com works fine.
-ping <some IP> works fine.
-Neither http or https work.
-ftp worked fine
-Everything works fine for the first 1 or 2 minutes after reboot, then slows down
-My smartphone browses fine.
-I run the windows troubleshooter and this is what it said: your computer appears to be correctly configured but the device or resource (DNS server) is not responding

Something similar happened before and it was the proxy being enabled, I just checked and it was disabled, though.

Apparently it solved after combofix and a restart... will post back if anything happens (it wasn't my computer, so I will try to get a log file, but I'm not sure if I can get it).
