my cpu is not working properlly the over heatin aint fanning up

Make sure the Heatsink fan is plugged into the 4 Pin CPU fan header on your motherboard.

May I also suggest the Hyper EVO 212: http://www.coolermaster.com/cooling/cpu-air-cooler/hyper-212-evo/
It can provide great cooling for a low cost, and will save many headaches when Overclocking.
