Hello,

I'm having BSOD issues, and got Blue Screen View to help:

Bug Check Code: 0x0000003b
Caused by Driver: win32k.sys+c5743

I've reseated and cleaned the RAM and GPU. No progress.

Is this a software issue? Is this a Hardware issue?

I'm a WoW Raider, and would like to raid tonight. Is there something I can do to make sure it does not BSOD between the hours of 8pm and midnight? (Currently it BSOD's typically when I close a window, but the last 2 were "random" but 3-4 hours apart.) I've done some google fu, but my power is weak. I'm unable to figure out what is relevant.

Solution
you would want to make sure you have windows 7 sp 1 installed.
windows 7 build 7600 has a lot of bugs in the graphics subsystem that are exposed by current video drivers.

Also, win32k.sys is a common malware target so you might want to do a malwarebytes scan and run the system file check utility
sfc.exe /scannow
and confirm you don't have corrupted files. (do the command, reboot and do the command again because malware will undo your changes)

be sure to have windows 7 sp1 +updates installed. (your kernel file indicated windows 7 RTM)
