If you don't use Avast, then: Clear the CMOS first, use only one stick RAM to see you can boot the PC or not. If yes, and check the RAM one by one with MemTest86 http://www.memtest86.com/download.htm if you can boot your PC.

If you recently added hardware, remove it. Or try to find the newer driver for it.

Because the error related to the driver like hardware, Win8.1 OS corrupted, etc. So if you can boot the PC, try update the windows updates, all the drivers, like network, chipset, GPU etc. Or maybe try to "refresh your PC" but some of software maybe gone, you need to reinstall them. How to...
