Question BSOD Loop - (updated in 2nd post)

For the past 3 weeks, I have been battling with various BSOD issues pretty much on and off... I'm now at a stage where the PC was working fine and suddenly I started getting 'Memory Management' BSOD.

I could see via WhoCrashed that the error was caused by semav6msr64.sys but I don't know if I can safely disable it or remove it, and if so, how? I'm not that great with tech so it's not the easiest for me, unless the issue lies elsewhere?

Some additional info:
  1. This is my build, worked fine for over a year with absolutely no issues - https://uk.pcpartpicker.com/list/mWWkr6
  2. I bought new RAM today after the issues pointed at seemingly faulty RAM. Turned off my PC, put new RAM in, restarted the PC and the same BSOD happened so it's unlikely that my RAM is at fault.
  3. Some notes regarding the semav6msr64.sys mention Intel Apps - I uninstalled the Intel Driver updater but have these apps still listed within apps & features (downloaded them to update all drivers I could to fix previous BSOD issues) - View: https://imgur.com/a/5DEQZxp

So I managed to resolve this problem by removing the Intel Computing Improvement Program app, as well as changing the name of the .sys file as suggested elsewhere.

However, a day later my PC crashed completely, I'm now not even able to start in safe mode, not even able to restore my PC via a USB with Windows installation on, as the restore crashes. I haven't yet tried a clean Windows installation.

Am I right to assume that this is almost certainly hardware problem? That is, I tried inserting different RAM, unplugged ssd and tried to just boot via USB and all resulted in the same BSODs. My understanding was that if driver was causing issues, I should still be able to start in safe mode?

Some of the errors I've been receiving were:
Driver irql not less or equal
Kmode exception not handled
Kernel auto boost invalid lock release
Kernel mode trap

Hoping someone can advise please!
