BSOD on a new clean HDD when installing Windows 7

HDD: Seagate Barracuda 1TB
CPU: I5-6600k
8gb of ram
Windows 7 64 Bit CD
BSOD": 0x000000F4

I have tried googling the BSOD code but nothing works. I have done Chkdsk, Memtest, and formatting the HDD plenty of times.

The BSOD occurs after Windows 7 has finished downloading, and then restarts to finish the installation. Upon boot, everything is fine and loads up and I get back to the Windows 7 installation screen, where it shows that it is finalizing the setup, and that is when the BSOD occurs.

I've never had this happen before on older builds so I am not sure what to do.
I have tried getting a new HDD from Seagate by sending my old one back and have them send me a new one, but this one is also having problems.
 
Is the install CD an original, or a writeable disk? If the CD is written from an ISO file, the first thing I would try is to burn it over again, preferably use a lower burning seed than the maximum that the burning program claims to support.
 


The CD is the original and the CD has worked on other HDDs in the past. I thought this was the issue and tried a USB windows 7 installation and same issue.
