Essentially, you have startup programs that are preventing the OS from loading into a clean state.
You would need to remove these programs or services for the OS to load properly. Of course, the issue here is twofold. 1) We don't know what program/service it is and 2) if you can't load into the OS then how would you be able to disable the program or service.
You'll need to re-install the OS as a clean install. Here's a guide on how to do that:

If you have a disk image, you can try restoring from that too.
