BSOD Your PC Couldn’t Start Properly Loop

Yesterday I started getting random BSOD with different errors each time I restarted. I tried system restoring from 2 different points, neither worked. I tried literally all of the other options and ended up changing my osdevice and device partitions from D drive to C drive and ended up changing them back bc it didn’t fix it. I restart my PC and start getting “inaccessible boot drive” BSOD and when I restart, I get “your pc couldn’t start properly” with the error code 0x00000001. It gives me the option to press Enter, load another operating system, and load recovery mode. None of these work, jus taking me back to the loop.

I can load safe mode with the 10 options, but safe mode leads me back to the loop. I can run bios and I have the windows 8.1 install disc, but I can’t boot my windows desktop at all. I’m on the ASRock UEFI Setup Utility Bios, but i can’t boot the windows install disc. Did I brick my pc? Do I need to buy a new hard drive or mobo?
