this look like a leaking condenser that do not hold charge check the cmos battery for it voltage and your motherboard for any bubbling or defective part on the board specially a round power connector and the the north bridge or south bridge are not loose or moving on the board .
your voltages readings are out of specs use this to compare on the sensor page http://www.hwinfo.com/download.php and if readings are the same you will need a new psu .
with hw opwn run prime 95 and stress the CPU, keep an eye on voltages then. If they fluxuate while testing it shows the PSU will not give a constant stable voltage and will need replacing.
they look good and and uniform ,do you have surge protector between the wall outlet and computer in case you have power instability from the power line .
i have surge protector as in power outlet that has a built in safety if overpowered, not an power balancer.
If i unplug the power and leave it more than an hour, when i boot it, the first boot it restarts right at windows loading screen, then after the first boot, there are no problems. So when i leave it powered off for more than an hour, it has these problems....
