Question BSODs/Overclocking

Hello, I've been having a lot of issues with BSODs recently and I was looking for some help. I've been experiencing two BSODS: CLOCK_WATCHDOG_TIMEOUT & WHAE_UNCORRECTABLE_ERROR. While looking up fixes, I came across a lot of threads where overclocking was the culprit. With some trial and error, I found a fix going into my power settings in Windows and changing the maximum processor rate to 99%. The problem now is, all my games are very laggy and unplayable. I also was in the program CPU-Z experimenting and found my core speeds are very sporadic. When I put the maximum processor rate to 99%, my core speed is always around 3400 mhz, but when I change it too 100% it jumps from 800 mhz all the way up to 5100 mhz. I will link a video showing what I mean below(and my specs). Basically, what I was wondering is should I up the overclock to make it more stable or something else.

That Max 99% power saving setting in windows just kills all CPU boost and makes it work at only up to it's base frequency, lower percentage lowers it even more. That may fix BSOD problems but obviously lowers performance so yeah, games can get laggy.
It's normal for frequencies to be "sporadic" and jump from idle speed to full boost according to load. It can happen with one, few or all cores. Frequency boost on one core is usually higher than on all cores.
That's how modern CPUs work.
You are talking about OC and in this theme but I'm wondering if you are actually overclocking or talking about normal boost with all settings on auto.
