Budget 1080p 144hz IPS Monitor

So I have enough money to build my X99 GTX1080 development machine, but not enough money to splash out on a 2K or 4K monitor. Because a lot of the work I'll be doing will be designing, editing, producing and so forth I decided that gaming is pretty much an after thought and not an initial necessity since I have a PS4 and plenty of other things to be using this machine for.

So I've decided just to go on a low
budget and stick with full HD 1080p for now as I need a monitor for a start. It would be nice to up the frame rate, 144hz would be ideal and of course IPS would be better than TN as colours will be a large part of what I'll be doing, but I'm not sure such a thing exists.

It seems to be a range between £120 - £300 for something I'm looking for, £200 would be my target, and I'd rather start out with a high quality 1080p panel and enjoy high frame rates than get a low quality 1440p panel for £400+ which is far too much to spend.

Is the difference between TN and IPS really that big? Will I benefit from 144hz? I need some help choosing a panel as this is the last thing I need to do before I start getting the parts and building the machine. Thanks.

I understand the GPU would be overkill for this monitor, but part of the development I'll be doing will be highly detailed graphical environments using up those cuda cores, as well as VR in Unreal Engine 4 when I get round to getting the Occulus Rift (HTC Vive is just far too expensive at the minute, £800?!), so while the monitor will be under kill for games I'll absolutely be making use of the horse power even without 2K or 4K.

So you'd recommend 1080p 60hz for a starter monitor? What about TN vs IPS? People seem to complain about IPS panels all the time, I'm not even convinced the technology is good enough for anyone to be happy. 60hz will definitely keep the costs down though.
