Budget 1080p 60hz 23/24inch monitor for gaming/movie under 200$

I'm looking for upgrade from LG 19in (5:4), for gaming (Fallout, BF, FIFA...) (30%) and movie with my wife (30%) and CAD/web/word processing(60%). I'm considering:

1. Asus VH238H 23.0" (TN 2ms) CAD149.99
2. Acer H236HLbid 60Hz 23.0" (IPS 5 ms) CAD184
3. Asus VS239H-P 23.0" (IPS 5 ms) CAD189

Question:
a. Do I have to get RESPONSE TIME<5ms for avoiding ghosting in action game?
b. Do I have to get IPS for better color and view angle for movie? Or go with cheap TN.
c. Any other choice?
