With my budget, is it possible to get below Desktop system?

1) 1 unit of 500GB SSD for OS, 1 unit of 250GB SSD for RECOVERY, 1 unit of 2TB HDD for THE OTHERS.
2) ECC / NON ECC 32GB RAM DDR3 1886Mhz (8GB x 4) Low Voltage, if can DDR4 = better
3) Xeon PROCESSOR that can support heavy multitasking
4) WiFi / LAN card for 10 meter range from the router
5) GPU that can support most high resolution game
6) MOBO that support 1886Mhz and above with at least 2 units of HDMI port for external usage
7) Tons of fast and silent fan for my CPU Case (I'm in air-conditioned room)

What will you guys get if you're in my shoes? I'm always with my laptop but now I need a heavy multitasking system for my Video Editing, PhotoShop, AutoCAD and sometime gaming if I'm bored. I owned a Genuine License of Windows 8.1 Pro and Samsung LED 32" UN32J6300 as my display. I'm looking for a solution and I don't mind a discussion as well.
 
This has everything you specified, however you don't need 500GB SSD for just the OS, 250 is perfectly fine, especially with a 2TB HDD as well.

120GB is MORE than enough for any OS + all programs and another 120GB is more than enough for recovery. There is no reason to spend almost $300 in this area. Both of the builds above are great although there's no reason to bother with a water cooler for that Xeon.
