Question [[BUDGET 4K Media PC]] Will my components be able to play 4K movies?

So I've been wanting to use my older hardware and make a budget media PC to hook up to my Sony 75" tv for 4K movies/youtube/general media

I have all the components already and all I need to do is add a modern graphics card and storage HDD to complete the PC

Will this system b able to play 4K movies smoothly?

Core2Quad Q9400 @3.0GHz
8GB DDR2 800MHz RAM
6TB 7200rpm HDD(not sure which to get)
Radeon RX 550 2GB

From what I have seen in the past 4K video players use the cpu and not the gpu to to decode the video. I have doubts that cpu will be strong enough.

I've read and thought it was the GPU that did most of the work when it comes to 4K video playback. Is that not the case? For the record I'll be using VLC player to play all my media if that makes any difference
