Hi folks hopefully you guys can offer some advice for a budget build for my dad whose PC is nearly as old and temperamental as him.

Approximate Purchase Date: Before August this year

Budget Range:
£100-£250

System Usage from Most to Least Important: Watching Movies, Internet Surfing, Light spreadsheet work

Are you buying a monitor: No

Parts I already have:

DVD/RW drive
1tb HDD
Radeon HD 5450
2x4 gig of DDR3 RAM

Do you need to buy OS: No

Preferred Website(s) for Parts: no preference

Location: City, State/Region, Country - UK

Parts Preferences: by brand or type : Entirely open to ideas.
Overclocking: Maybe

SLI or Crossfire: No

And Most Importantly, Why Are You Upgrading:

I’m looking to build a new PC for my old man, he is currently using
AMD Athlon 64 LE-1620 @ 2.4
2 gig DDR2
That he picked up years ago from PC World.

It’s a horrible mass produced slug of a machine and despite me doing fresh installs of windows periodically it is awash with problems and the odd BSOD.

I’ve never built my own PC before and I was hoping to use this as a trial run before attempting a build for myself with a larger budget.

I’d definitely like to get an SSD for him as I the boot speed will certainly impress him as he’ll be turning 70 and currently turns on his PC and then heads off to the kitchen to make a cup of tea whilst it boots up. Something small like this could make a hell of a difference.

Solution
Throw that HD 5450 in a recycling bin. Today's IGP is far better.

So you need a motherboard, a CPU, a PSU, and a case.

You would likely be better off getting an off-lease Lenovo or other brand PC with an i3 or i5 in it.
I don't know about in UK, but Newegg often has these on special.
Frankly a 3yr old i5 is still much better then a modern Pentium.
Plus the motherboard and PSU will be of better quality then the low end stuff to fit your build budget.

Otherwise here is decent quality low end parts:
