Additional Comments: It would help if suggested builds allow for 60fps plus in most games.

Will you be needing any peripherals such as speakers, monitor or a keyboard + mouse? And does Rs 86,500 need to include windows and MS Office?

No, I have mouse and keyboard as well as a 2.1 channel speaker. No need of any software, also I can assemble the parts myself :D

Monitor :Dell S2240L must be included in the budget though.

I have used the 6600k instead of the 4690k because it has slightly better performance, will offer greater future compatibility and will have a decent performance boost because of the DDR4 RAM. Don't use the Corsair CS series PSUs for such a high power build, it is a 4 PSU, which means they aren't suitable for high end gaming rigs and for overclocking later on. Get a good tier 2 PSU, like the one listed above, and you shouldn't have any problems.

I used the MSI gaming 3 motherboard, but upgraded the RAM to Kingston DDR4 Hyper X Fury 8GB. Also, I used the Gigabyte 970 because it was slightly cheaper, but you are welcome to change it if you want. Windows 8.1 64-bit is included in the final total, which means you can upgrade to windows 10 later on. Do keep in mind, however, that MS Office is not included, and will cost extra. All in all, this build should be able to max out pretty much any game at 1080p and still get ~60 FPS. Let me know if you'd like to change anything :).

EDIT: Only while writing this your notification popped up, so all you have to do is subtract the cost of windows from the total and add the cost of the monitor. The new total should be about Rs. 2000 more.

I would agree to the future proofing bit but this crosses my budget by around Rs. 6.6k approx. $100. I still have a thought that skylake and z170 are new and it would take some time until their prices settle and they are rigorously tested by professionals. That said wont it make more sense to go for 4690k with z97 or a cheaper FX-8320 or Skylake+z170 is worth the premium?

I would not suggest Skylake based processors if your budget is limited. FX-8320 is good enough and with the saved cash, you can go for better GPU to pair it up with.

Some may argue you can go for an Intel rig for this range. But when factoring in the prices we are facing in India & the impact it may have on purchase of a better Graphic card, I would not suggest going intel for now at least.
