Budget Cooler for FX 8320

What will be the best cooler under 40 dollars for amd Fx 8320 @3.5Ghz
ps : I will not overclock

When Converting Videos or Using High performance mode in Windows 8.1 ,CPU gets upto 62-63 degrees.....
ambient room temp is 26-27 now

antec kuhler 620 h2o i used on it had cool and still using now great cooler orr hyper 212 plus for cheap

I think the CM 212 evo's are OK for a 8320 if you aren't overclocking.
