Budget CPU cooler under 140MM

So my case in an antec VSK 4000E and the stock intel cooler is chocking to death with my i5 4590 so i need some help/tips for a new CPU cooler, i was thinking about the

Cooler Master Hyper TX3
CRYORIG C7
NH-L9I
Thermalright True Spirit 120M BW

and before anyone says "get a 212 EVO" it is to tall to fit into my case

Any one of them will do the job though so if you put price into consideration you would not be doing anything wrong.
