Budget digital camera $250 or under

Hi. I’m looking for a starter digital camera. I do not have a specific type of camera in mind, I just have a budget of $250. I’m also looking for these specific features: Rechargeable batteries (no AA’s), flash, mic input, and if available, WIFI. I’m looking on Amazon and B&H, but I’m having trouble comparing specifications for the cameras. I don’t have experience with photography, so it would be helpful if someone could suggest a few cameras that would fit my needs.

I’d like to add, I only have a low budget because I’m just beginning to get into personal photography.

Canon power shot or Panasonic Lumix cameras are good beginner cameras. I've owned two Lumix cameras and there are models in your price range.
