Budget gaming build running slow

Hi guys, i built a cheap gaming rig from parts from other computers and it ran fine when it was first built. But now the boot up is slow and i have cleared up start up programs and formatted my HDD and did a clean install of windows XP

The specs are as follows:

2.2 ghz processor
nodusm3 motherboard
Evga ge force gt 610 GPU
3.5 GB of ram (un sure of make)
500w power supply (again un sure of make)

I am only wanting to do light gaming such as cod 4 and fallout three etc which it runs OK now but the use of the home screen is slow and laggy and i can not use the home screen for ages once it has appeared

Any help would be really really appreciated and i will answer any questions which you may have

When you first installed windows before you installed the rest of your programs back on did it seem normal speed or was it sluggish as well?

well i guess a little but all that is installed now is cod 4 and all my drivers :/
